THE CIVIL SERVICE COMMISSION’S Duties

The following are the roles of the Civil Service Commission, as specified by Decree 43 of 1988:

To create general and uniform appointment, promotion, and discipline guidelines;
Recruiting, supporting, moving, and disciplining Civil Servants in Grades 07–17;
To keep a close eye on the activities of each Ministry and Extra-Ministerial Department in terms of recruitment, promotion, and discipline to ensure that the rules are followed strictly and uniformly;
To function as an appeals body for all appointments, promotions, and discipline requests from Ministries and Extra-Ministerial Departments.
Restructure and improve the Management Service, Department, and continuously analyze and recommend changes to the Civil Service’s operating methods and organizational structure;
Ministries/Departments may share responsibility for employee health and training.

THE CIVIL SERVICE COMMISSION’S HISTORY

The current Civil Service Commission of Oyo State was formed as a result of the Establishment of Public Service Commission Act 62 (1), in Chapter VI of the Western Region of Nigeria, under the Fourth Schedule of Section 2 of the Constitution of the Sovereign Republic of Nigeria, and as an offshoot of the then Public Service Commission Law 26 of the Western States of 1963, which was created under the Establishment of Public Service Commission Act 62 (1), in Chapter VI of the Western Region of Nigeria, under the Fourth Schedule of Section

The Civil Service Commission’s membership, powers, authority, tenure, duties, and limitations were all stated in the provision establishing the commission.

THE COMMISSION’S INDEPENDENCE

“In exercising its power to make appointments or to exercise disciplinary control over individuals, the Commissions shall not be subject to the direction or subject of any other authority or person,” says Section 158 of the 1999 Constitution.

THE COMMISSION’S COMPOSITION

A full-time Chairman, one (1) full-time Commissioner, and three (3) part-time Commissioners make up the Civil Service Commission.

MEETINGS OF THE COMMISSION THAT ARE REQUIRED BY LAW

The legislative meeting, known as the Plenary meeting, occurs twice a month and at other times as required.

OPERATING AND ADMINISTRATIVE RESPONSIBILITIES

The Commission is chaired by the Chairman and consists of the Full-Time Commissioner and three (3) Part-Time Commissioners as members.

The Secretary to the Commission is the Permanent Secretary. The Directors and other members of staff report to the Secretary. The Commission’s organogram can be seen above.

SET UP AN APPOINTMENT:

Firstly, in 2012, three (3) outstanding NYSC Corps members were offered permanent positions.

Secondly, in 2013, two (2) outstanding NYSC Corps members were offered permanent positions.
Thirdly, in 2013, fifty (50) Administrative Officers were offered positions.
Also, in 2013, a total of 110 Education Officers were hired.
In 2013, twenty-four (24) Social Welfare Officers were hired.
Furthermore, in the year 2013, six (6) Higher Executive Officers (Audit) were selected.
In 2013, ten (10) State Counsels were selected.
Also, in 2013, a total of 35 Technical Instructors were hired.
In the year 2014, four (4) Higher Executive Officers (General Duties) were selected.
As well as, in 2015, one (1) Scientific Officer was named.
In 2016, one (1) Medical Laboratory Scientist was hired.
Lastly, in 2016, one (1) Cultural Officer was named.
